Nobody else wants a copy, it's degenerate crap. So they're forcing it on people who don't speak/read english and don't understand.
They provide "education" as part of their service...some kids know some English and this is one of their teaching aids now. I can try to find the articles for you about our border wasting money to learn the shitskins.

If you have a sample of 100 kids. Let's say about 40 kids can understand English, but 10 of those kids can write in English.
