It has been on the books for decades. The system is and has always been unsustainable - it was put in place to use fiat currency in order to centralize governments and who controls them, while simultaneously transferring REAL wealth to them and away from those who produce it.
The fall of the empire had to happen at some point: the major issue here is if, during the brief window of change, can we retake it from the old-world and old-blood families?
