How can the legislature act that doesn't involve legislation? Something has to be done to be voided

They have given much of their power over to the alphabet agencies. Then the agencies set policies. That which should have been legislation. It's a royal fucking mess.

They do things that have a much smaller effect. They rule over committees which they've given power. They populate committees which they've given power which then make actions that would require legislation but who is going to stop them?
