It doesn't dictate merely "law" but rather "act" which is broad as fuck. ANY action by the legislation as the legislation does far more than just legislate.

They have given much of their power over to the alphabet agencies. Then the agencies set policies. That which should have been legislation. It's a royal fucking mess.
