Honestly, the people in NYC must really want this, they voted away their 1A, their 2A, and a bunch of laws and protections that were supposed to help them. Same in Denver, they voted away their own protection from their city, called TABOR because it was inconvenient to NOT screw over the taxpayer at every turn
