Biden had a pretty bad stroke in the 80s and needed brain surgery so I wouldn't be surprised if the facial droop is from that. He is also pretty obviously demented and the press is going nuts trying to cover that up. The dementia is also partly from the stroke. His "gaffes" are more likely a sign of frontal lobe damage.

You are right, he has had some lopsidedness since then. I can sympathize, I had the same thing happen after a car accident. I have noticed though he seems to be having a lot of trouble with word slurring and leaning towards that side lately. I have thought maybe he has had a few TIAs in recent weeks.
