Great, now remove it from politicians. Also remove civil asset forfeiture, and end plea bargains. These are some of the market forces acting on police and would fix quite a lot. My last one would be to have any fines aor fees simply go against property tax for the following year. There could still be court fees but the court would just get their budget and nothing more.
