>Implying they haven't started doing it already If you wanted to disarm some segment of the population to prevent them from staging an armed rebellion, what you would do is send teams to their houses to collect the weapons, arrest them if they don't hand them over (if they refuse, or if they say they don't have them, but haven't got proof that they did so in such a way that the law requires of them, which would allow you to track down where the weapon went and what had happened to it) What you would not do is tell anyone you were doing any of this, and you would shut down anyone who would spread the word, because you need to prevent the targets from finding out, since that might lead to them getting together and doing the whole "armed revolt" thing (though you know they won't, as nothing would make them do such a thing, and they are more likely to just try to run away, but it's better to be on the safe side and get as much guns as you can while still keeping everyone who you have yet to disarm from finding out).
