The one thing that qualified immunity is supposed to never cover is a deliberate abrogation of someone's civil rights under color of authority. So QI shouldn't even factor into this. It's literally going outside his job description to spy on Americans for electioneering purposes. Appeal to a higher and less jewed (hopefully) court.
