to say "the border isn't closed" is not the same as as saying it "is open"
"not closed" could be referring to a complete closure due to the virus or something--more likely referring to back-to-normal legal crossing (trade etc.)
"open" infers restrictionless crossing. The anchor is saying that her saying the former is equal to the latter, from what I saw.
