You're right. The permission to operate is right where it says: I direct ERCOT to dispatch such unit or units and to order their operation only as needed to maintain the reliability of the power grid in the ERCOT region ,when the demand on the ERCOT system exceeds expected energy and reserve requirements.

Letter says, do not exceed without exemption and ercot expects exemption is required to operate.

LOL. The word "exemption" literally doesn't even appear anywhere in the order.
