Honestly, in order for this to be effective, someone needs to make little leaflets with this slogan and literally dump them all over public school premises, preferably during school hours.
I say this because that's where the indoctrination happens.

I was thinking large banner across freeway overpass, but your idea is even better.
I remember during a summer community college class I was taking long ago, one day there was a pro white flyer on a bulletin board right outside the class. Nothing big. Just pinned up on the bulletin board. I remember reading it. At the time I wasn't very political astute and it looked very harmless. It basically said something about immigrants messing up the community. I knew that was true. The professor discovered it because in class later he started talking about racism and that there was a bad flyer on the wall outside. I don't think anyone knew what he was talking about. Probably because they didn't see the flyer and it wasn't blatantly offensive.
