The sad truth is that basically all nursing homes are violating the law in some way or another. It's almost impossible to maintain a proper standard of care with a large group of elderly people without an astronomical amount of money. Some do try really hard to be both in compliance and safe, and others really don't try at all. Also, there are tons of technicalities and gotchas in the laws that no one can realistically comply with. Therefore, no nursing home would willingly pick a fight with a government regulator. This is also why you shouldn't expect nursing homes to blow the whistle on "vaccine" deaths or the horrible mental effects of the lockdown and isolation.
