Correct. They don't come up with these ideas on their own. They are given a few hundred dollars (chump change for the tribe) and then maybe some scratch off tickets, a coupon to get their nails "did" or a new weave etc. The jogger is then told nothing will happen because Marvin the NYU lawyer will get them out of jail if need be. The boons take this bait hook line sinker every time because they cant think 3 steps ahead and act only on impulse. They get busted and their handlers have no connection or paper trail either.
