Yep. They know Biden is short-term. Democrat leadership's real problem is how to ice Harris. If they do it after Biden steps down it will look too planned - doing it before may be their only choice. My money's on "plane crash", one of their favorites with "Covid-19 complications" a possible second choice.
They won't push Harris out right away. They need to trumpet (pun intended) the first black female president and milk it for all it's worth before they do that. They'd also need to line up a VP for her that would also check enough diversity boxes.

I don't know. She's a true moron. The global political damage control necessitated by a "President Harris" may be more than they're willing to take on. Being that Dems are pretty much all idiots, they may well decide their standard KKK mantra of "look here, we put a nigra in charge, we're not racists" is the way to go.
