Well the G. Washington coin was supposed to come after Obamas parks. We endured 11 years of non patriotic park quarters. Only to have the Mint say they are going to scrap the "Crossing the Delaware" to make the 50+ Women's quarters.
Do you know why they are choosing to do this to this coin? Is it out of malice or it never had the "statutes" you mentioned for the Tuskegee.

I really was looking forward to a "mint proof" of this coin but all I'm seeing is them including it in a "sliver set" with other quarters.
Read the article. Whether or not any particular quarter design was required or not to be in the run, and whether or not they maliciously decided which one to choose for that run, is not the question or the answer.
The statutes for the previous run of quarters stated that the 5 oz silver must be made. So it's being made.
