Milton Friedman championed UBI, and his argument was to the effect that "Normal income is means-tested, so no welfare bum will ever work because it costs him money to do so. But UBI is not means-tested, so the bum will work to get more money."

Never did he seem to consider the option of simply not having any welfare program at all.
