Interesting. It seems you are required to do more than simply suggest doing a criminal act. For example, paying someone or threatening them in some way.
California even has laws about inciting riots. But, simply telling people to riot doesn't seem sufficient to charge someone with a crime. Using that basis, Soros should be be convicted of paying people to loot and riot because he actually hires people to do this.
