You did take it out of context AND misquoted her.
She said to flood the nation's capital, not the "capital building" referring to 5 million people showing up to protest.

With the exception of her saying flood the capital, which I bet you took out off context, none of that is a call for violence and is competely normal rhetoric that's been put out by politicians for decades.
