I think it's far worse than that. The man and his entire family have done things that are deserving of incredibly harsh sentences including death. He's an obvious puppet hence the "Sign it anyways."

I don't believe the fence is being erected so much for his protection but the others. Biden has one foot in the grave; he's just worried about his son going down.
