When rights are stripped, they are done so in piecemeal. A tiny restriction here, a small ban there. Why? Everyone agrees there is a line in the sand. This far and no further. Cross it and we revolt. But no two people can agree where the line is or when it's been crossed. So when it's crossed, a few people get angry and are ready for war, but nobody else is. Nobody has their backs. That first group becomes demoralized and when the next line is crossed, they won't do anything as they're resentful that nobody stood up when they were upset. This goes on and on and on until you have a populace perpetually angry over all the crossed lines, but completely unwilling to do anything about it.
