I'm sure somebody must have said this but it needs to be understood more widely.
There are no blue states, only blue cities. Fuel prices in cities matter far less, fewer people drive per capita and they drive far less, public transit is common and easy to use and further city dwelling whites see the commute to work as exercise they need and don't take the suburban and rural reliance on automobiles into account in their political positions.
Shutting down the keystone pipeline will bring us back to 2016 fuel prices, fracking and other oil being a target will also raise costs because companies will stockpile fuel to sell later at higher prices.
The goal of higher oil prices is collective punishment for everyone living outside of urban centers because the majority of us voted against Biden*.
The goal is the same as always, government dependence; systemic destruction of the middle class to catalyze support for communism.
