Yes, we can seat a government. You see what is in DC right now is a Municipal Corporation that provides governmental services. We, the people, can seat an actual de jure government of the Republic that hasn't been seated since the Civil War. All we need to do is announce our political status (individually), have a constitutional convention and then an election. Getting 250 million people to this and be organized is where it gets difficult.
