Sure. Except there is no government in place. But that's a pedantic distinction.

Should we establish one? I'm trying to push this democratic borders concept where a 70% vote of the people is the source of sovereignty. If we can get 70% of people in any place to establish another government, what I'm saying is that we the people choose to recognize that as a thing. It has more sound of being legitimate than anything going on right now.

Yes, we can seat a government. You see what is in DC right now is a Municipal Corporation that provides governmental services.

We, the people, can seat an actual de jure government of the Republic that hasn't been seated since the Civil War.

All we need to do is announce our political status (individually), have a constitutional convention and then an election. Getting 250 million people to this and be organized is where it gets difficult.
