A buffer you can't patrol quickly becomes someone else's property.
is this a post apocalyptic society or in todays society. because if you hold a deed it wont become someone elses property. Unless the government didnt recognize your deed in which case why did you pay for the land at all?

Government and citizens can barely keep homeless squatters out of overgrown medians. Actually physically getting out there and patrolling land is hard, real hard.
any wooded area above the mason dixon line wont have this problem. no homeless people are setting up tent cities in wyoming.
homeless people congregate in places with cover and fair weather like southern california or cities with homeless infrastructure like churches or government organizations that feed them.
