There were some groups of agitators (the orange hats, the ones with red hats backwards, the black-clad group with Nike backpacks, ...) that couldn't blend in because there were not enough people around. Their Reichstag fire plan failed because the Trump rally was one hour late. When the time window closed and they had to go in anyway, there were only the FBI snitches and some tourists around.
