That's not exactly what I understand as "minimum income system" the same way that Andrew Yang wanted it, but all right then.

It's the "beginning" of a system for it. The IRS can now successfully implement a program to do it on a regular basis.

I could argue that the beginning of a system for it was letting the Federal Reserve control the money supply outside of the U.S. government. But, I'm already bored of this thread.
