Every time they undermine justice and warp it to suit their agenda they lose legitimacy as the government of the people. When some group eventually makes a display of power against the government the people will not rise to defend their government by providing intel. They will pretend at best to be good dumb, citizens which will force the government into even more oppressive collective punishment measures. This will only further deligitimize them in the face of the people that will become increasingly normalized to the brutality of the government and increasingly indifferent to the prospects of an early death (especially considering how many people have no children or families to worry about).

The government is weak. They've stacked their military and police force force with low-IQed gorillas that are completely dependent on technology to control the population. Nobody likes the government or its savages. Their whole lockstep depopulation agenda will go out of control and certain states will retain their population numbers and have an inherent power advantage over those that culled. Those that retained their population will break away from the agenda and this will cause all other states to break away as well.
