California made spreading HIV a misdemeanor rather than a felony. It was ostensibly so that people with HIV would be more incentivized to report their infections rather than hide them for fear of being convicted of a felony. I think that logic is shit, of course. If you knowingly spread HIV, you are giving a death sentence to someone else. Anyone doing so should just be shot. And a "national" lockdown has no teeth. There is no national police force with enough resources to hold us all accountable, and the federal government doesn't have the authority to enforce any national lockdown policy. And I have guns, so...yeah, try that shit. I haven't been locked down this entire time and I refuse to be locked down now.
