Trump is plenty smart. He sees the recession/depression coming from locking down the country and quickly sets it up so that it's up to the governors to reopen each state. He gives an early but reasonable deadline of May 1st knowing that the blue guvnahs will purposely drag their feet trying to put some bodies at his feet.
But come November when nobody cares that a few old people died months ago but they definitely care that they don't have a job Trump can scream bloody murder "they waited TOO LONG to reopen, told you so!"
