Seems like it was only a couple weeks ago Trump was emphasizing federalism.

All semantics. The president didn't force close nonessential businesses in individual states or forced states to shudder the food service industry. That was all done at a state level and will still be at a state level. The president does have full authority over the whole of the US economy in this case but does not have control over the individual parts(states or businesses).
