It does make sense that the requirements would increase with each debate. However these requirements should all be laid out at the beginning of the primary season. Of course the DNC isn't exactly known for that type of transparency.

Prior to 2016 the DNC would indeed lay out the debate requirements beforehand. That changed when they gave Bernie the shaft in Hillary's favor. This years they're doing it to keep Bernie out again, but also anyone not kowtowing to the party rulers.
