The first sentence calls it an epidemic. That far from the truth as it isn't a transmittable disease. It's a social disease from living in the nasty ass ghettos, not just in Chicago, but in any big city. Nothing will stop it. If it really is a ghetto epidemic, the problem would eventually solve itself.
