A false flag attack designed to manipulate would receive a lot more coverage then organically occurring shootings, no matter how interesting the organic shootings were.

For example imagine using a suppressed firearm from a speed boat and hitting 11 targets before attempting to elude the coast guard. Luckily there were absolutely not any shootings in North Carolina in the last 24 hours.
