I've never understood how these work.

Are that many people unable to swim a short distance underwater? Its less than 20 feet from side to side.

The bouys makes are there to make rafting and floating across impossible, which raises the level of prepardness and the skill floor to transverse it. Most importantly, its harder to move things from one shore to the other without soaking it.

A naked human proabably won't be detered. A dressed human with shoes, socks, a backpack, a change of clothes, and a cell phone will consider if its worth getting totally drenched.

Yeah, I think that is part of it. It makes it far harder to cross where they are because the buoys also spin so you cant grip them to get over them. The water might not be that deep in those spots too so you might not really be able to go under them.

Make shooting illegals crossing, well legal.
