They seem to think the dog won’t hold back from attacking them like the human security guards do, but the dog’s handler has probably been told that the store will get in big legal trouble if the dog actually bites anyone. I think it may only be a matter of time before those “serial shoplifters” test that and realize they are still in the clear. New York is starting to sound like San Francisco. The latter is becoming a ghost town. New York may be on its way there too.
