What happens if China decides to mess with us, and releases a thousand balloons at once?

I don't believe the balloons are Chinese. About a year and a half ago I read an article stating that China is trying to figure out how to sabotage American satellites. When one really digs into satellites you find out that satellites are balloons. I think the Chinese have figured out ways to cause the satellites to malfunction and descend.
