I really think it was a bunch of asshole kids fucking around and lost their balloon. They're probably in their living room either a) shitting bricks or b) laughing their asses off.
I wish that were the case. The antenna array under the balloon looked like a cellphone tower array mounted sideways. It also may have dropped off the balloon as it popped, I noticed material well below the deflated balloon a few seconds after detonation.
