Target specifically started this during covid. It's not just for cheap stuff. They have plenty of brick and motar stores where they used to tell people to return online purchases which stopped with covid. Yes highly successful companies have been saying to keep returns for years, during highly successful economic years of infinite projected growth. Not saying it's not also shoplifting, there's just no such thing as free lunch. People figure out you're giving away your products.
