If you get right down to it, colleges raise their rates with the increases in loan funding, similar to what car makers just did with the electric car rebates. When you look at the endpoints, Biden's administration is shifting the blame for a problem they caused to the taxpayers. The colleges are guilty by association, but are a symptom of the problem.
