The President has the authority to declassify any document. The markings mean nothing. Edit: how can there be obstruction if the National Archive was working with Trumps lawyers and fhere were no subpoenas? The government visited Maralago to check the storage of the document's and only recommended a lock for the basement door. Was their real reason to identify where to raid?

"government records were likely concealed and removed" from a storage room in Mar-a-Lago, "and that efforts were likely taken to obstruct the government's investigation."

So The DOJ is claiming efforts were taken to conceal and remove records, and obstruct the government's surprise raid on Mar-a-Lago that no one on Trump's team knew about beforehand. Gotta love the tortured logic.
