It's a nice way of calling energy rationing. This is why I don't have any smart thermostat. They have to come to my house if they want to change my thermostat.

They are trying to get as many people to 'volunteer' for this before making it mandatory. Using an 'emergency' to justify it of course.

It always starts with voluntary, and once adopted by say 10% of the population, sooner or later becomes mandatory. Either in whole or piece by piece.
