A witness who lived across the street from Robb Elementary, said onlookers begged officers outside the school to do something as bullets rang inside the building.

That makes it clear to me they should have gone in. If they were hearing no shots they could have a hostage situation, so caution is warranted. The moment they hear shots it’s time to burst in and stop the damage.

I’m betting they were trying to get themselves organized and figure out how to proceed. They were two separate large groups of cops, not an army with a clear command structure.
