From what I understand, this is mostly a battle between fishermen and farmers. Salmon is an important food source in NorCal, and benefits tourism as well. The Klamath area has a low population compared to most of the state.
Removing the dam will affect local farmers, forcing the area to rely more on imported crops. The Klamath dams are old and most do not have fish ladders.
This is mostly a local issue and does not affect the water supply of major metro areas.

what you point out makes it even worse. they know that they are destroying the lives of people that don't alaign with them politically, and doesn't affect their own water supply.
