This is what fascism is all about -- intimidation. It's not so much the violence used by fascists that is the weapon, it's the fear of violence. The violence is only necessary to establish what the people must fear, if they speak or act contrary to the will of the fascists. Once that has been established, the fear of violence alone is enough. Periodically, acts of violence are done to reinforce this fear, which is what keeps elected officials, the media, judges, and others in positions of influence from speaking out.
