The concertina wire was for show. It was meant to manipulate and send the message that the walls are dangerous and borders are mean. The fact is they use harnesses and rope to pull themselves up and over the wall where there is no barbed wire. She was probably too fat and weak to right herself when she got upside down. Hanging upside down is only deadly to unfit and elderly. She wasn't old so....
