Interesting proposition. According to his letter he wouldn't go at it alone as he'd have to sell a good portion of Tesla stock so imagine Peter Thiel and others would get involved.
This is a win win for Musk, either they take the lucrative offer and the platform once again thrives or Twitter lifts the veil and show they are solely a tool for controlling the masses and the stock tanks.
He could get a bank to finance it if he wanted to.
When he says best and final offer I wonder how that will go over. I do not see twitter stakeholders wanting to sell. It isn't about the money for many of them it is about the social control.

You're more than likely right for most of them but we're about to find out if they're doing it for money or social control which will be a big signal on the future of the platform.

I also caught that. In his defense, not that he needs it, the colloquial term democracy is typically used to describe the US' type of government (which I understand its completely incorrect and is a commie tactic especiallyby dems).
