It was in the first several news reports posted here. One in which the father was interviewed.
Looking at the picture it seems the harness did not lock down on him enough. His size prevented it from lowering into the proper position.
Ya, I know sometimes those shoulder locks can only go down. You become trapped unless released by staff. Wasn't sure if this was a factor. If so, it squarely shifts the majority of blame to the park as they have an obligation to ensure everyone is "safely trapped" and secure.
On the other hand, if it could not safely secure him and he ignored it a d he could have left the ride, and he already knew his size excluded him from safely riding, that significantly shifts things back at him and not the park.
