I'd really like to know the nature of the failure. Did he simply not buckle? Physically couldn't buckle but trapped by shoulder restraints?
Simple design like a latch or physical restraint between the legs would completely prevent these types of injuries. He shot out at the seat bottom.
Worth noting, the kid was repeatedly told he was too large to use the rides. But still went looking for rides he could get on without rejection.
Both parties have a responsibility here. Even as a minor. Kids running onto to highways are not driver's failures. Which raises questions about the parent's failures to supervise knowing full well he couldn't safely ride.

Where did you see that? I'd still say the onus is on the park. However it is kind of bullshit since I'm sure it is a lot of kids or young people operating those rides. They don't want to get into a chimp out with this guy. That is a bad situation to put the workers in. The kid should have been kicked out of the park if he was trying to sneak on rides he wasn't physically able to ride safely.

Ya, I know sometimes those shoulder locks can only go down. You become trapped unless released by staff. Wasn't sure if this was a factor. If so, it squarely shifts the majority of blame to the park as they have an obligation to ensure everyone is "safely trapped" and secure.
On the other hand, if it could not safely secure him and he ignored it a d he could have left the ride, and he already knew his size excluded him from safely riding, that significantly shifts things back at him and not the park.
