You can't pass laws that subjugate the right to due process. Every state in the nation as well as federally, and backed by countless SCOTUS decisions, require the state to provide an accuser to be confronted at trial and the rules of evidence that require any evidence offered into record to be offered into evidence by an involved party while under oath at trial. That's why if the cop doesn't show up to court, you win. If the cop doesn't show up, he can't testify, and the ticket that he wrote can't be used as evidence against you.
